US Revenue, African Costs: How to Play Globalisation and Win Philip Machanick School of Computer Science University of the Witwatersrand, Johannesburg philip@cs.wits.ac.za Globalization presents challenges for poorer countries to Rthink smartS. i.e., to exploit loopholes in an international trade regime designed to favour the wealthy. One view on how to find such loopholes is to generalize the concept of arbitrage to any situation where there are cost differentials, arising out of inaccuracies in pricing. This paper presents a number of examples, and makes a case for focused effort in developing computer-related high-tech industry.
